The chrome plastic finish is chipping off them or its wax residue left over when you waxed your wheels.

I have the very same marks on my winter set. It won't come off.
Summer set is perfect.

I don't know what is the cause. Very strange.

Curious, what do you use to clean your wheels.

Don't you love road salt?

My center caps did the same thing after the car had been through it's 4th winter. Didn't clean off when I tried - you'll likely need to replace all 4.
