Even if they are related, fuel efficiency and emissions are two different things.

OPF improve emissions but worsens fuel consumption.

Different types of emissions. The "P" in GPF stands for particulate, which is the main source of smog. That's what they are after with the GPF, which eliminates 70~90% of particles, so it is worth the tradeoff of the slightly higher fuel consumption. It is the same type of tradeoff than with a catalytic converter.

I just find it interesting that BMW builds their vehicles to the lowest allowable emissions and fuel economy standards that each (major) marketplace allows. Even putting aside the company's stated goals in these metrics, I'd think there'd be manufacturing efficiencies by building as few variations as possible. I'm obviously not privy to internal analysis, but it seems like it would be less expensive to just equip all cars with the GPF.
