Initially there was a rumor that the M3 would also get a 2nd LCI with the 2024 4/M4 series LCI since it shares it's front end. Is that not the case anymore?

It's not a second LCI, and it's not a rumor. It's simply that that front of the M3 is affected by the 4 Series / M4 LCI because it borrows that of the latter.
