Most people do PPF under the vinyl. Vinyl on horizontal areas (roof,hood,trunk) only last about 3 years (shorter if you park outside in the sun often). There is also colored PPF which lasts longer than Vinyl as an alternative like Stek DynoBlack or Xpel Ultimate Black.

You can apply ceramic coating on top of the PPF or Vinyl but PPF usually has a top coat already.
