Go to a tire shop and ask them, i'm going to guess yes but its very close to the edge so can't be certain.

Update: Tire needs to be replaced. The puncture was from a razor blade, it was to large to plug and patch. They also advised me to take the rim to a different tire shop with a touchless system, he was certain if he tried to change my tire they would damage the rim.

I ordered replacement rear tires from tire rack.
