Seems in the ballpark to me, even for Ohio.
It’s not including an alignment?

It’s just front springs, the front brake pads can be done when the front strut is torn down and almost half the labor is already done at that point (wheel off)

The exhaust actuator (you didn’t state brand) is very easy. Especially on a lift. Takes all of 45 mins (time it took me in my garage on jacks)

Rear brake pads arguably could take the longest due to needing the software to retract the rear piston lol

I’ve seen people pay around 7-800 iirc for springs (all 4?) install but that price does vary widely.

Yea it’s all pretty easy work.
I’m thinking he’s calculating 3hrs for springs, 3hrs for brake pads, 1hr for exhaust controller, and 1hr for CDV removal. So 8 total hours at $135 an hour = approx $1,100

Having done both springs and brake pads myself, I think his labor estimates (considering I did mine with a floor jack and not a lift) are a little high, but not absurdly so. He could probably get all of it done in 5 or 6 hrs max, but are you willing to stress over a couple of hours of labor? If you're not inclined to do it yourself, $1100 is not a bad enough price to worry about.
