Adaptive headlights in Canada
Transport Canada apparently implemented new Canadian Vehicle Lighting Regulations in September:

Yes we should have the exact same lights as the euro-spec vehicles.
The full regulation breakdown is here: https://canadagazette.gc.ca/rp-pr/p2...ors43-eng.html The new laws requiring all new vehicles to have automatic front and rear lights that came into effect on Sept 1 are also part of this same amendment. Adaptive/matrix etc headlights are specifically defined in the regs EDIT: After looking into this a bit more it looks like they do in fact need to be coded to unlock the full euro-spec feature set. It's the exact same hardware though. I am however happy that Porsche broke the mold and that the functionality of LED Matrix headlights on my 992 are fully enabled from the factory. Hopefully other manufacturers will follow suit.

I was hoping the new rules put into effect in September would mean that we would get so called anti-dazzle enabled in Canada since we are further departing from US NHTSA regulations.

The "phantom vehicle" syndrome is an undesirable by-product of the DRL (Day-time running lights) regulation that Transport Canada enforced in 1989. The DRL in many vehicles can give the false perception to a driver that the night driving lights are on when they are not. The new regulation issued in Mar-2018 and taking effect in Sep-2021 is to alleviate this. There is no mandating of more advanced headlight systems, which have actually been legalized in Canada since March 2018. It is still up to manufactures discretion to offer/enable these features. Nothing is changing from that perspective.

The vast majority (not to say all) BMW already have auto-headlights. The new regulation simply means you cannot switch off the auto-headlights, if BMW chose that route to comply. This has nothing to do to with adaptive headlights.

On my 992, Porsche elected to go the auto headlight route, where they are activated by default. Which is the most sensible approach from a safety standpoint. You can turn them off manually, but they re-activate automatically above 10km/h or after 100m travelled (as per regulation).
