Brand new(?) exhaust tips discolored

I picked up my new M3C on February 3, drove it home (about 40 miles), and it's been sitting in my garage ever since waiting for its PPF appointment. This week, I removed the chrome exhaust tips, in anticipation of the arrival of their black chrome replacements.

It isn't noticeable when they're installed, but the chrome exhaust tips have some pretty significant discoloration in spots. It looks like some sort of chemical etching.

I don't really care about the condition of the chrome tips, but I am curious about how this could happen on a brand new vehicle.
