What's a "car rally"? Street racing? Isn't that already illegal? Do these clowns really think people will stop doing it just because it's now "double illegal"?

So it’s illegal for me and buddies who are into cars meet up now. Is there any clear guidance or dictation as to what constitutes a car rally? Police get more free reign on our rights while not effectively handling other more pressing issues to the public?
