Not sure if this module just removes the light or completely removes anything related to missing cats.

No. While it will clear the code, it would never allow the O2s to enter readiness mode.

I would check with them directly, highly doubt they let you pass emissions. That would get them in a lot of trouble

I believe only a software tune could achieve readiness on newer vehicles. Most tuners either don't know how or want nothing to do with it for obvious reasons.

It’s gonna depend on whether readiness is achieved and what inspection means in your jurisdiction. It would never pass a smog (particulate/gas sniffer) test.

Emission testing? They still do that?
We used to have that for cars that were at least 5 years old up here in canada, new cars weren't tested, then every 2 years you had to get a readyness check. Then all emission testing was scrapped for whatever reason.

Every state has its own emission laws, some have scrapped it, other still require emission testing every year
