Sure the 8 year exemption is a nice “perk” for new cars, but I always tend to keep my cars long term. So having to play the emissions game is always in the back of my head. I have a built 2000 Ford Lightning making nearly 700hp that I’ve had to register out of state for this reason.

Some places can pass with a stock map. Not your state because they do a flash comparison from what people have said, so no, you had to return it to full stock. I think the issue is the layout differences in the newer custom rom setup because it’s just not the same. Even the stock maps have to be redone to work on the low level custom rom layout.

In CA they have the ARB side shows, where you get signaled over by a CHP officer as your traveling down the road. ARB has set up a tent with analyzer to test your cars emissions. Once you pull over an ARB employee approaches your car to give you some garbage about clean air blah blah blah and asks if they can test your car and only take a few minutes blah blah, blah.
Just say no and they let you go, that's it. It's against your 4th amendment right, if your ever in this predicament, now you know. The sad part about it is, the ARB employee will never inform you that its voluntary.
