I went really far out of my way to get the ideal conditions where they would turn on, even on streets with minimal reflective signs, still nothing.
The only reflective thing was the occasional pack of deer hanging out by the side of the road at the park.
Until proven otherwise, I'm assuming there is some code that is blocking the laser lights from actually turning on even though the systems say it's functional. Maybe someone forgot to hand in the paperwork to get these high beams approved for these cars in the USA so they're disabled until a software update enables it.
