You are talking about two very different and distinct technology levels here.

The "phantom vehicle" syndrome is an undesirable by-product of the DRL (Day-time running lights) regulation that Transport Canada enforced in 1989. The DRL in many vehicles can give the false perception to a driver that the night driving lights are on when they are not. The new regulation issued in Mar-2018 and taking effect in Sep-2021 is to alleviate this.

There is no mandating of more advanced headlight systems, which have actually been legalized in Canada since March 2018. It is still up to manufactures discretion to offer/enable these features. Nothing is changing from that perspective.
