Yes we should have the exact same lights as the euro-spec vehicles.

The new laws requiring all new vehicles to have automatic front and rear lights that came into effect on Sept 1 are also part of this same amendment. Adaptive/matrix etc headlights are specifically defined in the regs
EDIT: After looking into this a bit more it looks like they do in fact need to be coded to unlock the full euro-spec feature set. It's the exact same hardware though. There are a couple of threads regarding anti-dazzle in the technical forums on lighting that go into detail on it
