Correct, I've said the same thing. But adaptive headlight have been legal since Mar 2018, this portion took effect when the regulation was issued. Nothing changes for that in Sep 2021...

The vast majority (not to say all) BMW already have auto-headlights. The new regulation simply means you cannot switch off the auto-headlights, if BMW chose that route to comply. This has nothing to do to with adaptive headlights.
