In the blizzard scenario, the EV can generate heat using its heat pump with reasonable power efficiency. Since it doesn't have to run an engine to make heat, there's also a side benefit of the occupants not dying from carbon monoxide poisoning because the tail pipe became obstructed by snow. My BMW i3 actually has a setting to let it continue to run the heat/AC even after the drivetrain is powered down, which I use all the time during the summer when stopping while running errands.....
