That's what I also thought! They don't want to tax ownership, but the usage of your car. Then they want something progressive with CO². Well that's very simple: that are the taxes on fuel. But the taxes on fuel are already ~70% of the end consumer price and that's clearly not covering the tax revenue government wants to squeeze out of this.
so tax on purchase 21%, first registration ~10k€, yearly right to drive it on the road ~1000€, 70 % on fuel cost, toll per kilometer driven, tax on entering certain regions. Who is still enjoying driving his car?
