The first 2 you can usually just call in and delay. Sometimes that's enough to get to 3 years if they are backed up. Additional delays require some work but in todays Covid world are easier because delays due to medical issues are easy. Yup, I have a remote hearing tomorrow for a ticket (operating electronic device) in NYC from 2018. BS ticket as I was coming out of a parking garage and putting address in Waze. I plead not guilty and kept asking for continuances and then covid forced mass re-scheduling. Probably going to have to pay a fine.
