Different markets
may have different "rules". I'm not an expert on M Performance parts and I'm not sure if the rules are changing, but if I had to guess I'd say in the U.S. you can order a car with M Performance Parts installed.
Also not sure how the pricing works when you order those parts with the initial build versus later on, because in one case you get to keep the stock parts and in the other case you don't
