Well, it is like some kind of insurance for something that may happen or not. Or as you said it will happen (rock chips) but not sure to what extent. I am just not willing to pay such amount upfront. Again I could even switch the hood and the front bumper, which I consider most vulnerable for such damage, with entire new factory painted ones for less I guess. In any case, everybody taking different risks. I would never park my car on a public road overnight.
