Not true for the M3/M4. In generations where there was a sedan (E36, E9x, F8x), the coupe either came first or they came at the same time.

Now, as far as the 3 Series sedan vs. the 3 Series coupe and now the 4 Series are concerned, yes, the sedan comes roughly a year and a half before the coupe. That, however, has never caused the release timing of the M3/M4 variants to be similarly staggered, but as you will learn if you read the above thread, that could change for this generation.
Bear in mind that BMW AG will want the future X3M/X4M on the market for at least 1 year prior to the G80. I don't see the G80 and F82/F83 concomitantly being manufactured. It's not an economics of scale business model and would be a logistics nightmare for just in time production. For example, it's no coincidence that for the new G05 individual options were not available until March 2019 when the order guides were released back in June, as that's also when the G07 starts production.
