Yeah as a detailing enthusiast I call total BS unless it's more of a product formulated for under coating anti rust and has ceramic/Si02 in it and that's why he markets it a "ceramic". But if it's truly a simple ceramic coating that you would put on paint and they decide to use under yeah that's a total waste unless the car is never driven and is a showcar then maybe I could see it's utility.
