The top screws for the rears won't stay in. It's not biting into anything and just spins. I can pull it out with my hand once it's as far as it will go.

Not okay if its not tight. It'll end up in the tire for sure when it makes its way out.

Maybe a dab of black RTV may be a ouch to keep it in if the other fastners are tight enough?
I'd try that if I could get it flush against the wheel well like it's supposed to be.
I ordered the complete set and decided NOT to put the back mud flaps on. I don't know, but this is precisely what I feared, and you have to drill. I'll stick to the front ones. They were not cheap!
Spoke to Tommy. He found out that some models had different size rear screws than what he usually provides.

He's sending me some different ones. Should be good.
