Nope, Draper is correct. Except for last September, when November build allocations weren't delivered to dealers till the second week of October, BMW USA typically issues them late the next-to-last week of the month (so late this week, for March builds).
Allocations for M cars have been so limited, I'd be highly skeptical of what your sales guy is telling you. (He's mainly trying to keep you from shopping other dealers for allocations.) Here in the Central Region, dealers may collectively get <5 M3/M4 allocations any given month. Someone posted M3 allocations for February builds, and I counted only (3) for dealers in states that didn't border an ocean.
