Changing wheels/tires does not change the relationship of the suspension components, you are correct. An alignment corrects the angles of the tires so that they come into contact with the road in just the right way...so when you change anything with wheels/tires, you are effectively putting new wheels/tires on suspension components configured for "other" wheels and tires.

Does that mean it's always necessary, absolutely not.
Suspension isn't configured for a certain set of wheels and tires, alignment is to a spec... Unless we're talking track stuff. The geometry of the suspension is still the same. If factory spec says one thing they you align the car at that spec. Not aligning each specific corner of the car to the new tire.
