UPDATE:
ok so sorry for all this confusion everyone but its always best to double check before I post anything so we are all on the same page.
SOOOO it looks like as of this past week BMW has changed the allocation set up and dealers can change BASE model to COMP models. they are no longer separate allocations. Also flex option like I posted above is still available
