It's got nothing to do with the COMMUNIST PARTY.
It's good business sense and many countries do it not just China; try Singapore or Indonesia, try opening a business in Dubai, but to name a few.
In Australia we pay a hefty tax on cars and we are not a communist country.
If you want to keep your people in front, you keep foreign ownership at a distance, simple.
Of course, there are many variables that come into play such as corruption and cronyism but that too is no different to US, Europe, or Australia.
