Not really sure about those ratings.
For instance Ricciardo was better than Verstappen for the first two years they were together so you would think at worst they should be in the same band. Plus Verstappen didn't always get the results from the RB he should have.
Russell hs been driving the wheels off the crap Williams and showed his potential in the Merc.
Leclerc obliterated 4xDWC Vettel and got performances out of the Ferrari that were often extraordinary.
So anyway I'd be more:
Hamilton
Leclerc
Ricciardo Verstappen Russell.
Perez
Gasly, Norris and Sainz and Bottas
