Edit: NM, took a closer look at mine. It looks like I have about a 1cm or so between the wheel and those fins in the wheel well on mine when at full lock to either side.

im really not sure, it doesn't look like they would be strictly necessary but then i would also assume BMW put them there for some reason.
i have 13mm with pzeros and it still rubs just not on the tabs, it rubs against the protruding hump part.
you really cant check it while stationary because the rubbing only occurs due to weight transfer that is happening while in motion.
