West gate duty cycle is a great indicator of how hard the turbo is working. It is very sensitive to air temps and altitude. My car at 1000ft above sea level and 80 degrees sees about 70% WGDC at 6500rpm with actual boost value of 22psi
Typically the higher the rpms, the harder the turbo works to achieve the same target so I can't see why with the right condition and in a nicer lower range around 5k rpm why it wouldn't spool close to 30psi at or above 100% wgdc

lol sounds like it is time to start playing with duty bias. Is your waste gate adaptation turned on or off? I am sure in a few more months BMS will have these things really dialed in.
