For reference, when I worked on F16s, it's for installed ground equipment, signaling it needs to be removed before flight.
Remove before race, was often used for the big pins that made the parachute safe on a dragster. They were pinned so they wouldn't inadvertently be jettisoned in the pits, and you punch a parachute out, while you're pulling the steering wheel out of the car to get out, or do maintenance in the seat of the dragster/ funny car. Which would have streamers, just like this, except it said "remove before race" RBR has another meaning for them, that he detailed in a video.
