I could be wrong but for the above reasons, I always assumed automakers preferred to sell initial builds to countries other than the US. In other words - detect and address any design/manufacturing defects appearing in the market before cars get sold into the US.

I think it's just that DOT regulations differ from European ones, which meet most international destinations.
Canadian cars are DOT compliant, so they are akin to US cars (except for DRLs).
