Smaller, narrower tires are better in snow but assuming your climate isn't horrible you should be fine

I'm going to Canada on a road trip and the lowest temp on my dates is 46 so far. Trying to decide do I swap the winters on for that trip or leave the summers on. Seems to be right on the margin. Below 45 is the ideal temp for winters I believe.
I mean im in NY so im still thinking about it. If its just for a trip and its not going to snow Summer tires should be fine but isnt there a law about winter tires in Canada starting November?
