Definitely true. The goal is to deliver an effective lesson, so that the infraction don't be repeated. For some, a warning is all it takes. For others, a ticket. But going assessing the highest punishment, even if that cop had the right to, creates animosity towards law enforcement, and might even invite revenge, which would work against the main goal.

Speaking of retirement, can you transfer your years in CA to another state PD?
