They're commonly referred to as fender flares. The wheel arch is in reference to the cavity, the empty space where the wheel goes or sometimes the area not visible that covers the suspension and chassis. The sheetmetal in that area is technically the rear quarter panel (in America anyway). Fender usually just refers to the front panel between the hood and the door.
