Yes, so the rods can stay on the centerline of the piston / cylinder bore, with the big end of the rods on a shared-journal crankshaft. So essentially bank offset also gives you width of the big ends of the rods.
Not to be confused with the so-called DeSaxe layout, where the bore centerlines are slightly offset (they don't point directly to the crankshaft axis).
At least that is my understanding.
