The turbo spacing shouldn’t be the measure, right? It should be the distance from the manifold exits to the exhaust tips, not the turbos to the exhaust tips that determine EL or not?

In an ideal setup, yes. But these cars use a log manifold which gives different lengths for each cylinder. They also tend to keep the runner lengths fairly consistent for each turbo, meaning turbine outlet becomes as good as it gets.
