Really the only way to get the car in the USA would be a put up or shut up strategy.... get a group of ppl together who will prepay for the cars in full(iron clad, no refunds) large enough to cover the USA certification costs so that BMW breaks even. And then sell it to both bmw dealers association and bmw na management
