Walk away? Let me try to understand you here. So if someone who is committing an offense shows that they are capable of taking extreme measures (e.g. going over 140 mph), then law enforcement should stop and let this person go because they are too dangerous? If this was the case, wouldn't it create a loophole where anyone can just speed even more to avoid a ticket?

Conversely, would you consider that this person, who clearly doesn't have a respect for authority or rules, should be taken into custody and have his license revoked because he theoretically puts ppl in danger every single time he drives by speeding excessively?

Speeding, getting caught, and then pulling over shows that the person is capable of accepting responsibility. Speeding, getting caught, and then running away from the police shows a pathologic person in need some life intervention.

^ it works the other way too - if it's just a speeding ticket, who cares? Why not just pull over?
