I suspect that it would be a relatively easy matter of retrofitting the pump and ducting into the seats, with a hideously complicated and possibly impossible matter of re-coding the car's computer to tell it that it now has the option, so that you can turn it on and off.

Since the shortage is in microchips and not air pumps, I think sourcing (figuring out the part number), installing and coding that replacement chip could prove to be a huge challenge.

After writing all of this, I wonder now, what's the point of the OP's original question? You're not going to cancel the order anyway, so what does it matter if you can retrofit the option or not? They will probably give you a (totally inadequate) refund for the missing features if that makes you feel any better.
You are correct. They have refunded a stupid 1100$CAD.

If I am to keep the car, knowing I can do the retrofit is comforting to me.

Coding is the easy part in my case. Ducting and mechanical stuff not so much.
