The guy in the video is testing on the Nurbugring ... he is quite literally using "threshold braking" (i.e. as hard as you can brake before ABS kicks in https://drivingfast.net/threshold-braking/).

(But the flashing brake lights you see on the streets these days are often after-market plugins to make the driver feel a bit more 'race car' and don't always kick in based on braking force)
