The guy in the video is testing on the Nurbugring ... he is quite literally using "threshold braking" (i.e. as hard as you can brake before ABS kicks in

(But the flashing brake lights you see on the streets these days are often after-market plugins to make the driver feel a bit more 'race car' and don't always kick in based on braking force)
