I thought it was a new center cap! Now I see it's a way to keep aftermarket wheels from fitting. Nobody wants to buy or haul around a 6 foot torque wrench.

It does make sense as an alternative to wheel studs for racing applications (additional wheel retention), but it's a very expensive alternative.
