Don't fall into the trap of your neighbor offering to fix it out of pocket. He will change his mind once he sees some estimates and hears you want some extra money for diminished value. Trust me you are wasting your time with him. Report the loss to your insurance company immediately and let them go after your neighbor, that's part of what you are paying them to do with your premiums.
