You'd have to send to Russia for initial unlock. Flashes can then be done via OBD using their tool. If the dealer overrides the tune, you'd have to send back again for the unlock. I recall their OBD tool is around $1,500 when I asked. 2nd+ unlocks are 50% (ish) discount if needed.
