First of all, M1/M2 are just presets for your settings in the M menu, by themselves, they don't mean anything. For the valves, that's controlled by the Engine setting, either comfort, sport, or sport+. If your engine is in comfort mode, the valves don't open in any situation. I'm not sure what you're referring to.
Regardless of all of this, the vales are closed on start.
