And perhaps more importantly, BMW had already made the decision not to Federalize the G21 wagon before the M division said to BMW leadership, "hey take a look at this totally awesome M3 wagon you explicitly told us not to build". They agreed to make the car for existing markets, but didn't go back and change their mind on what countries they would certify for.
