I am not sure about the state safety inspection though. In NYS, even a new car needs one, and the car has to be in the shop to get inspected.
What does your dealer say about the plates though? Let us know. I'm doing PCD delivery if I ever get an allocation so this is of interest to me.

I'll reach out to my CA next week. But from
vj123 response it seems like it's the same basic process as if you were purchasing the car from the dealer. My dealer happens to be 15 min away from me so I'm thinking they should just be able to transfer the plate to the new car and I'll just take the plates with me to PCD.
Of course that probably also means I'll be trading my current car in prior to PCD.
