Yes, it is possible to pin the speedometer in the US. Required equipment is a radar detector, such as a V1, and running Waze.
Virginia and Washington DC have bans on radar detectors, but I have successfully used in Virginia.
California doesn't allow radar detectors that are mounted on windshields.
It can be done, especially on the interstate.
